How do I register my vehicle in Mexico?

I retired to Baja California in 2007. My Nevada registration is now expiring. Can I register my 2003 Toyota Corolla in Mexico and get BC plates? (no J vin) If not, do I need to renew my registration in Nevada and purchase US insurance? I don't plan on driving there anymore. I guess I need to register it somewhere but where? I know I cannot sell the vehicle in Mexico.
