Can you turn in the tags on a vehicle and then cancel the insurance?

Can I turn in the tags on my vehicle and then cancel the insurance? I live in NC, and I'm not sure if I need any other forms or anything? I don't want to get slapped with a fine for something I was suppose to turn in with it.
